Dr. Adam Moolna, a researcher at Keele University in the United Kingdom, is calling for the establishment of a “UN Ocean Agency” to serve as a central body for addressing global environmental crises — including climate change, biodiversity loss, and marine pollution.
He argues that the health of the planet depends on the health of the oceans, and that even people living far from coastlines are connected to the sea through river systems such as the Amazon or Mississippi. He therefore proposes the concept of “Rivers to Seas” to raise awareness and encourage participation from people worldwide.
Dr. Moolna warns that current ocean governance lacks unity. A new UN agency would help consolidate efforts, turn political pledges into real action, and drive the world toward a truly sustainable future — because “the health of the ocean is the health of the planet.”
