Japan, a country highly prone to natural disasters, has developed a warning system called “J-Alert.” This system sends emergency alerts to mobile phones nationwide to help citizens prepare for potential emergencies.

What is the J-Alert System?

The “J-Alert” system is a disaster warning system that monitors potential disaster areas and predicts when disasters may occur. It was developed in 2004 and first used in 2017. The full name of the system is “Japan’s Emergency Warning System.” It alerts citizens to emergencies and disasters such as earthquakes, tsunamis, storms, floods, volcanic eruptions, severe weather conditions, national threats, and other urgent news. The J-Alert system covers all scenarios and uses multiple channels to notify citizens, including television, radio, loudspeakers, websites, emails, and mobile phones through the Cell Broadcast system.

The system communicates via satellites. Satellite data is sent to Japan’s disaster warning center, where it is assessed for potential disasters, including where and when they may occur. Once the situation is confirmed, information is sent out to the public through the J-Alert system, which is installed throughout the country. Although J-Alert cannot stop the disaster, it reduces potential losses by allowing people to prepare in advance.

Levels of Alert in the J-Alert System

The J-Alert system categorizes alerts into three levels based on urgency:

  1. Level 1 (Yellow signal) – Caution: Advises people, especially the elderly and those living along coastlines, to prepare for evacuation.
  2. Level 2 (Red signal) – Danger: Urges people in risk zones to evacuate immediately.
  3. Level 3 (Purple signal) – Extreme emergency: A disaster is occurring or about to occur, and everyone must take all necessary actions to protect their lives, without waiting for further instructions from authorities.

 

Key Features of the J-Alert System

The main advantage of the J-Alert system is its speed in delivering alerts. The system uses Cell Broadcast technology to send alerts to phones within seconds, without requiring a phone number. This does not interfere with phone usage and is independent of mobile network signals or frequencies. Additionally, J-Alert notifications are incredibly fast; once data is received, relevant agencies use satellite or backup ground networks to send the alert to the J-Alert devices. Information is then disseminated to different areas within seconds, allowing citizens to prepare for emergencies.

The J-Alert system is considered one of the most effective disaster warning systems in the world, widely recognized for its efficiency. The better the warning system, the more lives can be saved by reducing potential damage.
